Government

Emsworth Borough is a form of Government under the laws of Pennsylvania. It is responsible for creating local laws, managing borough finances, providing for public safety, maintaining parks, roads and other public infrastructure, and performing other governmental functions.

The Mayor is elected to a four-year term and oversees Public Safety. The Mayor is not a member of Council, and does not vote on Council actions, with the exception of casting a tie-breaker when needed.

COUNCIL
The Emsworth Borough Council is a seven-member board, members of whom are elected to four-year terms. The Council is vested with the legislative and executive powers of the Borough, and is responsible for the annual budget, policy-setting, and making appointments to various boards and committees.

BOROUGH SECRETARY
The Borough Secretary is appointed by Emsworth Council and provides support services to Emsworth Borough Council through day-to-day business of the Borough. The Office of the Borough Secretary is open Monday through Friday, from 9:00 AM to 3:00 PM, and the office is located on the first floor of the Borough Hall at 171 Center Ave.

BOROUGH TREASURER
The Borough Treasurer is appointed by Emsworth Council and is responsible for the receipt, care, and disbursement of the Borough's public funds.

REAL ESTATE TAX COLLECTOR
The Emsworth Borough Real Estate Tax Collector is elected by the residents of the Borough to a four-year term, and is responsible for the collection of Emsworth Borough and Avonworth School District real estate taxes. The Real Estate Tax Office is located on the first floor of the Borough Hall at 171 Center Ave and is open on Wednesdays, from 9:30 AM to 2:30 PM or by appointment.

SEWAGE FEE ADMINISTRATOR
The Sewage Fee Administrator is appointed by Emsworth Borough Council and is responsible for the collection of sewage payments paid to Emsworth Borough. FEDERAL & STATE GOVERNMENT OFFICIALS

BOROUGH MEETINGS
Borough Meetings are held at 6:30 PM on the second Wednesday of each month. Residents are welcome to offer public comment, and all are welcome to attend. (Attendance is not permitted during the Pandemic)
